| 摘 要： | 从不确定性角度出发,分析了土地利用规划管理过程中不同阶段的不确定性因素,在此基础上,尝试构建基于不确定性的土地利用规划管理“弹性-滚动-监测”模式,并系统阐述该模式的核心内容和实施保障机制,以缓解和减轻土地利用规划管理过程中不同阶段的不确定性因素的负面影响.

| Abstract: | From the perspective of uncertainty,this paper analyses the uncertain factors at the different stages of the land use planning management and attempts to build a pattern of flexibility-rolling-monitoring for land use planning management based on uncertainty and systematically elaborates its core content and implementation guarantees,for the purpose of mitigating and reducing the impact of uncertainty at different stages of the land use planning management. |
