对外资的优惠政策与中国技术发展

人们一般认为对外资的优惠政策提高了外资企业在中国的利润空间,补偿了其R&D投入,从而可以激励外资企业在中国的技术投入,最终有利于中国的技术进步,本文通过理论分析和数据检验发现,优惠政策对吸引高新技术的外资企业没有什么作用,或者要其起作用的话,中国的利润损失巨大。优惠政策可以吸引先进的成熟技术,但与此同时,落后技术也有了在中国发展的空间。

Preferential Policies in Favor of FDI and the Development of Technology in China

It's generally believed that the increase of foreign firms' prof its resulting from preferential policies in favor of FDI. The profits make up fo r their R&D investment, thus encourage the investment in technology by foreign f irms. This is beneficial to the technological development of China in the end. H owever, in this paper, the author found based on theoritical analysis and data t ests that preferential policies have little impact on the attraction of proven t ech. Meanwhile, foreign firms without technologically competitive edge also gain an access to China.
