| 摘 要： | 中央制定振兴东北老工业基地战略决策以后,东北三省全力以赴抓振兴,从而使东北三省的加工业发展迅速,资本密集型产业比重上升,固定资产投资加快。但在产业结构布局中仍然存在着诸多不尽合理的问题,要解决这些问题,必须准确定位政府的职能,用科学发展观统领改革和振兴,走新型工业化之路,走绿色生态之路,走可持续发展之路。

| Abstract: | After carrying out the strategy of the old northeast industrial bases, there are some progresses in processing industry, capital collection industry. Fixed capital investment is increasing rapidly. But there are some unreasonable problems in industrial structure. We should make sure about the functions of government, develop by means of science, develop biological industry etc. |
