| 摘 要： | 全球环境问题的形成,可以理解为自利者(民族国家、厂商、家庭)追求自身利益最大化过程中负外部性的累积和放大并超过环境自净力的结果。全球环境是国际性公共产品,它不能用"俱乐部产品"的方式来进行生产和提供,只能依赖于建立一套有约束力的国际间联合生产体系,并重新设计现代商业和工业的运行规则。

| Abstract: | The formation of global environmental problem is regarded as the result of negative externalities of accumulation and enlargement and excess of environmental self-purification when egoistic man(nation,manufacturer,family) pursuing self-benefit of maximization.Global environment is international public goods.It can not be produced and provided by the way of "Club Goods" but only depends on establishment of a set of binding international joint production system to redesign operation rules of modern commerce and industry. |
