云南山区农户发展沼气的行为分析

本文从农户发展沼气的行为角度出发,分析山区农户发展沼气较慢的原因,认为山区农户发展沼气积极性不高主要是山区农户使用农村能源有明显的外部性存在,从而从理论上提出解决此问题的对策。一是在薪材的砍伐上要制定严格的砍伐标准和颁发砍伐许可证,增大农户使用薪材作为农村能源的成本;二是要制定相应的政策,使山区农户利用薪材的外部性内生化,从而改变山区农户发展能源的传统行为;三是山区农户发展沼气,政府要把它作为一项可保护生态环境的公共物品的战略高度来对待,政府要加大投资力度。

Behavior Analysis on Farmer Household's Developing Biogas of Mountainous Communities in Yunnan

The article analyses the causes of mountainous community farmer household developing biogas in a view of villagers' behaviors.The conclusions of the article are that the main impact factor of mountainous community farmer household developing biogas is externality among rural energy.The main encounter measures are following as:i)to increase the utilization cost of firewood through constituting collecting standard and licence of firewood;ii)to change the traditional behavior of mountainous community farmer household developing energy through constituting policies to turn externality into internality of mountainous community farmer household using firewood;iii)mountainous community farmer household developing biogas is considered as public good development of protecting ecological environment,and increase input by governments.
