中国发展知识经济的空间结构

发展知识经济可以有效解决中国所面临的诸多挑战。文章探讨了经济发展的空间结构理论、城市与现代经济的关系、中国发展知识经济的路径选择,提出中国发展知识经济的空间结构是“升岛成陆”,即以各级有条件的城市特别是大城市为主先行发展知识经济,然后带动其它地区,扩大发展知识经济的区域,从而最终像地球科学中的升岛成陆造地运动一样,实现全国发展知识经济。同时,要通过行政区划制度创新促进这一进程,要将一些大城市升格为直辖市。

THE SPATIAL STRUCTURE OF DEVELOPING KNOWLEDGE ECONOMY IN CHINA

China now as a whole is in the midterm of industrialization,therefore marketization and urbanization in China is still a hard task.However,with the development of knowledge economy in the world,China must find a new way to develop economy.This new way should have a stratagem option of accelerating development with knowledge,and now it is more urgent to develop knowledge economy in China.Knowledge economy to developed country is a natural product of the new technology revolution and economy development.However,it to China is what needs to try the best to chase.Studying the theories and methods of developing knowledge economy is of theoretical and realistic importance.In this paper,this issue is discussed from the viewpoint of the spatial structure of developing knowledge economy in China.The geography space is a carrier of economy activity.The spatial structure is more and more becoming the important content of macro-economy.If the spatial structure of economy development or the organization of economy space is suitable is very important to the economy and social development of a country or a region.Taking fit measures and adjusting the spatial structure of economy development is of significant to promoting economy developing.In this paper,"islands growing to a continent" is regarded as the spatial structure of developing knowledge economy in China.To speak concretely,"islands growing to a continent" means taking measures to make some qualified cities especially some megacities to develop knowledge economy in advance and making these cities as the central cities of knowledge economy.Just like the islands firstly lifting in making land movement in geoscience,these cities will continue to lift and bring along other areas to become land.Thus,the ratio of knowledge economy will increase while the ratio of tradition economy will decrease and finally knowledge economy develops in the whole China.In the meantime,the institution innovation of district re-compartmentalization,i.e.setting more municipalities directly under the Central Government must be implemented and these municipalities can be regarded as the chiefly "islands" of developing knowledge economy.The theoretical basis of "islands growing to a continent" on one hand is the present spatial structure theory about economy development but emphasizing the developing strategy of "knowledge economy as the core",on other hand is the New Institution Economics,choosing the institution innovation of district re-compartmentalization as the route to realize knowledge economy.The practice basis of "islands growing to a continent" on one hand is the present situation of China, i.e.coexisting of agriculture economy,industry economy and knowledge economy therefore some areas can develop knowledge economy in advance,on the other hand is the time background China is in,that is,informationization,industrialization,urbanization and marketization must implement in the meantime."Islands growing to a continent" answers the question of if knowledge economy can be developed in China and how to develop knowledge economy in China.Moreover,the route of developing knowledge economy in China is explored from the spatial structure of economy development and its implementation is associated with the urbanization,reform of district-compartmentalization,industrialization and informationization.
