| 摘 要： | 本文基于实际调查,从发展领域、发展模式、发展速度三方面阐述了江苏省非公有制林业发展现状,并研究其存在的诸如林业产权制度不完善、采伐限额的限制、筹集资金困难等问题,提出赋予非公有制林业经营者排他性产权、赋予林木采伐权、完善森林资源评估等解决江苏省非公有制林业发展障碍的建议。

| Abstract: | The article based on actual investigation tells the current status of the development of private sector forestry in Jiangsu.And then it does research on these problems such as forest tenure,quota of the cutting,raise capital.It conclude with the suggestion which includes giving the operator private sector forest tenure and the right of cutting, consummating the evaluation of forest resource and so forth to solve problems. |
