Analysis on the Regional Government Behaviors in a Perspective of Regional Innovation： A Case from Yueqing City, Zhejiang Province

The regional government is one of the most important factors in the regional innovation system. So the regional government behaviors strongly affect the process of regional innovation. How should the government do to impel the regional innovation？ This paper tries to give some answers to this question though analysis of the case of Yueqing City.
