统筹城乡发展中的“反哺”作用研究

内生增长模型的扩展研究表明,具有反哺意义的国家财政支出对农业增长有积极作用,并对农户的公共支出产生引致效果。实证研究显示,具有反哺意义的国家财政支出对我国农业增长有积极作用,但是与农户的公共支出之间形成了不合理的替代关系,一定程度上反映了当前我国支农财政政策的缺陷。因此,我国财政支农政策应该有别于基于公平正义理念的基本公共服务均等化,以及基于功能财政思想的相机抉择和短期调控,而扶持农业技术进步和农业的长期增长。

Research on the Function of Regurgitation-feeding in the Urban-Rural Plan as a Whole

The expansion research of endogenous growth model indicates that regurgitation-feeding has the positive role on the agricultural growth, and can promote peasant household′s public expenditure. The empirical study demonstrates that regurgitation-feeding has the positive role on our agriculture growth, but has the unreasonable substitution relations with peasant household′s public expenditure, which reflects the flaw in our current agriculture financial policy to a certain extent. Therefore, our country′s financial supporting agriculture policy should be different with basic collective services equalization based on the fair idea, as well as chance choice and short-term regulation based on function finance thought, but should support the agricultural technology progress and the agricultural long-term growth.
