| 摘 要： | 在突发事件频发的风险社会里，构建高可靠性政府是提升政府应急管理能力的不二选择。高可靠性政府是处于警觉状态的政府，具有专注失败、反对简单化、关注运作过程、注重回应力的塑造、遵从专家意见等特质。为了提升我国政府应急管理水平，应该积极汲取西方国家高可靠性组织理论与实践经验，构建我国高可靠性政府。
