摘    要:本文以广东省为例对集体林权制度改革的省级实践进行考察发现,区域制度创新产生于纵向和横向逻辑关系的综合作用,其"集体所有,集体经营"的制度框架在长期将更有利于承包大户的林业经营行为而不是普通林农的林业生计活动。进而,广东实践的客观绩效尤其是促进林业发展目标的实现优于主观绩效和其他目标。可以认为,广东模式出自效率偏好,意在强化"集体经营→大户经营"的发展路径。

Abstract:The paper studies the provincial practice of the reform of collective forest right system taking Guangdong for example.The basic conclusion is that regional innovation arises from the combined effect of vertical and horizontal logic and the institutional framework " collective ownership,collective management" is more conducive to the forest management actions of contractor rather than the forest livelihood activities of ordinary peasant in the long-run.Furthermore,the objective performance of Guangdong model,in particular the goal to promote the development of forestry is easier to achieve than subjective performance and other goals.It can be considered that Guangdong mode preferences efficiency and intends to strengthen the " Collective management → Big business" development path.
