| 摘 要： | 我国加入WTO,意味羡我国的区域政策不可避免地受到世界贸易组织规则和新贸易问题的制约。我国的西部大开发政策必须在坚持WTO基本原则的基础上不断地进行调整：规范和调整西部大开发优惠政策的手段;从区域政策、产业政策逐步向环境政策和资源政策转变;中央政府的扶持政策应从直接补贴逐步向间接补贴过渡;制定西部地区开发法,开征“西部开发税”。

| Abstract: | Based on the consideration of China's WTO membership which entails the constraints from WTO regulations and new trade issues on her regional policies, the paper argues that a constant policy-modulation on the basis of the WTO principles is to be carried out with regard to the massive development in the West. The modulations may range from regulating and adjusting the rele-vant favorable policies, emphasizing on policies for favoring environment and resources, gradually reducing direct subsidies, to in-stituting Development Laws and Regulations and imposing"West-development Taxation". |
