科技成果转化的支撑创新:面向科创投资的价值释放工程

本文站在国际经济格局变迁以及国内经济发展的战略高度,澄清了我国科技成果转化所具有的特殊使命与特殊目标.揭示了长期阻碍我国科技成果转化的一个根本性障碍---科技成果的产业化价值被严重抑制,导致由股权投资推动科技成果转化这一最为重要的转化形式无法顺利实现.为克服这一顽疾,揭示了商业模式创新对科技成果转化价值的影响机理,据此提出将科技成果转化价值释放工程(VRE)纳入科技成果转化支撑体系的创新设计.阐述了科技成果转化价值释放工程(VRE)的总体目标、三类应用扩展的实施路径与相应的方法.就VRE工程的实施主体选择、关键支撑工程的目标内容、反向孵化技术成果的合作信任构建等问题提出了宏微观策略建议,为创新我国科技成果转化支撑系统,解决制约科技成果转化率过低的顽疾,真正实现科技与经济的良性互动,提供了理论依据和创新性行动指南.

Supportive Innovation in Transformation of Scientific and Technological Achievements: Value Release Engineering for S&T investment

Based on the strategic point of international economic change and domestic economic development, this paper clarifies the special mission and target in S&T transformation in China. This paper reveals a fundamental obstacle to the transformation of S&T achievements in China for a long time, that is, the industrialization value of S&T achievements is seriously inhibited, which leads to the failure of promoting S&T transformation through equity investment, which is the most form of important transformation. In order to overcome this problem, the paper reveals the influence mechanism of business model innovation on the value of S&T transformation, and puts forward taking the Value Release Engineering (VRE) in the innovative design of support system of S&T transformation. This paper expounds the general goal of VRE, the implementation path of three kinds of application extension and the corresponding methods. some macro and micro strategies are proposed for VRE project, such as the selection of the subject of VRE project, the target content of key support projects, and the cooperative trust construction of reverse incubation technology achievements providing a theoretical basis and innovative action guide for innovating the support system for the S&T transformation in China, eliminating the persistent disease that restricts the transformation rate of scientific and technological achievements, and truly realizing the benign interaction between science and technology and economy.
