新一轮林改后南方集体林区乡村林场发展问题研究——以贵州锦屏县为例

在新一轮集体林权制度主体改革基本完成之后，家庭式的分户经营为主的林业经营形式更加稳固，而曾为集体林区林业建设做出巨大贡献的乡村林场则陷入内外部经营不善的困境，更面临着林农收回林地资源而倒闭的问题，进一步剖析这些问题的原因，提出改革乡村林场经营体制的政策。

Issues in Development of Rural Forest Farms under the Background of New Round of Collective Forest Tenure System Reform: Case Study of Jinping County in Guizhou Province

After new round of collective forest tenure system reform, the family-oriented household operation becomes the basic form of forestry production and management. While the rural forest farms, which have made significant contribution to local forestry economic, are facing various issues in developments, even closed down. In the aspect of the internal operating system, there is a single forestry resources structure, low-tech and low management level in forestry operating activities. In External environmental aspects, the issues include the imperfect development of the forestry market, the constraint from forestry policy and administrative intervention. Then this paper analyzes the factors causing these issues. At the end, this paper put forward measures to make rural forest farms get rid of production and management dilemma, such as developing a diversified economy, improving the science and technotogy and management level in its forestry production, increasing investment, properly dealing with the relationship between the key stakeholders, grasping the opportunities of the reform, reconstructing profit allocation mechanism with farmers.
