转变经济发展方式与国民收入分配结构调整

经济结构的调整是转变经济发展方式的主攻方向,加快调整国民收入分配结构是经济结构调整的重要方面。深化收入分配制度改革,既是优化需求结构、促进经济发展方式转变的重要举措,又是保障和改善民生、促进经济按客观经济规律要求健康发展的重要途径。国民收入分配关系包括国家和企业支配的部分与直接分配给个人的部分的关系及居民之间收入差距问题两个方面。文章认为,抽象的社会公平正义原则不能提供解决国民收入分配关系改革和调整的理论根据,一定要遵循马克思主义历史唯物主义的基本原理来判定分配关系的改革和调整。社会成员之间收入的具体差距应多大,除了依据劳动贡献这一规律性原则外,还要依据现实的经济社会条件和实践结果进行具体研究及实际操作。

To Transform the Mode of Economic Development and Adjust the National Income Distribution System

The adjustment of economic structure is the direction of transform the mode of economic development;and the adjustment of the national income distribution structure is the key of economic restructuring.To deepen the reform of the system for income distribution,it is not only the needs of the optimization of demand structure and economic development,but also the important measure to protect and improve people＇s livelihood,as well as promote the healthy economic development in accordance with objective economic laws.National income distribution relations have two aspects： relations among the country and enterprises and individuals,relations among people.This paper considers that we should follow Marx＇s historical materialism to adjust the relations of distribution.
