中国特色的农村反贫困度量：一个发展性需求

世界的贫困在亚洲,亚洲的贫困在印中,中国的贫困在农村,农村的贫困在西部.如何有效地识别出中国农村的贫困人口是新阶段反贫困工作的基础工程,同时提炼有中国元素的反贫困度量理论与经验也是国际和国内持续减贫行动的共同需求.文章分析了中因反贫困度量的二元性、当前度量的“一刀切”和贫困的多样性等特征,系统地评述了国内外研究的成效与不足,最后提出了尚待进一步研究的领域.

Research on Chinese Anti-poverty Measurement in Rural China: A Developmental Demand

Asia is the poorest area in the world,India and China are the poorest areas in Asia,rural areas are the poorest ar eas in China,and western regions are the poorest areas in rural China.How to effectively identify Chinese rural poor is a funda mental work of anti-poverty in the new stage.Meanwhile,refining the anti-poverty measurement theory and experience with Chinese elements are also the requirements of constant poverty reduction on both international and domestic level.This paper analyzes the characteristics such as the dualities of anti-poverty measurement in China,the current measurement of "one size fits all" phenomenon,and diversities of poverty.The paper also systematically reviews the achievements and weakness of na tional and international researches,and puts forward the further research fields.
