新形势下的京津冀发展关系研究

京津冀都市圈作为我国"十一五"新增长区域的战略机遇,与"长珠三角"区域经济发展比较,可以找出影响京津冀都市圈经济快速发展的主要原因,从而使京津冀都市圈经济协调发展:即从三地实际的发展要求出发,打破行政区划的分割,加大合作力度,在京津冀范围内优化资源配置;利用比较优势和错位发展,逐步形成开放度大、集群率高、承接力强的产业布局;改变"发达的中心城市,落后的腹地"的发展状况,促进区域合理分工和经济一体化,带动中小城市乃至县域经济,实现京津冀区域城乡和谐发展。

The Coordinated Development of Beijin-Tianjin-Hebei Economic Zone

In the 11th Five-Year Plan Beijing-Tian-Hebei Economic Zone has been granted very important strategic position as it will prove able to make equal econemic contribution like Yangtze River and Pearl River Delta Areas.The coorinated develpment of this area can be achieved through such measures as follows:breaking the segmentation of administration district and strengthening the cooperation,optimizing the resource collocation,and strengthening the opening level by facilitating the growth of industrial clusters on the basis of comparative advantages and mislocating development,changing the condition of "developed cities and underdeveloped hinterland",accelerating the rational functional division and economic regionalization,driving the medium and small-sized cities and towns which will promote the economic growth of counties and the coordination between urban and rural development.
