产权残缺、制度变迁与利益关系调整

制度变迁的动力在于整体利益增进的预期,制度变迁的本质是通过利益的再分配建立起更富有激励机制的利益格局,从而增进社会的整体福利。制度变迁的理想结果是所有人都受益,而变迁结果往往是在增进整体福利的过程中一部分人受益、一部分受损。利益受损的根源在于产权残缺。对受损者的正当利益进行合理、适时、适度的补偿,有利于协调社会利益关系,促进制度变迁的顺利进行。
