| 摘 要： | 文章在金融约束对我国适用性分析的基础上，论述了金融约束政策在过去一段时间内对农村金融市场配置效率和农村金融机构运行效率造成的负面影响，在借鉴国外经验的基础上，从发展适度竞争的农村金融市场、引导金融资源回流农村和促进农村金融机构内部管理体制改革三个方面提出政策建议。

| Abstract: | On the base of applicability analysis of financial restraint in our country, the article analyzes the negative effect that financial restraint policy have on collocating efficiency of rural financial market and functioning efficiency of the institution. Using foreign experience for reference, it suggests that it develop moderate competitive rural financial market and financial resource be led back to rural district, and the management system reform of rural financial institution be accelerated as well. |
