江苏省失地农民权益保障研究

失地农民“种田无地，就业无门，保障无份”的生存状况已经引起普遍关注。本文以江苏省失地农民为研究案例，全面和典型相结合，通过多次实地调研及问卷调查，揭示了这一群体数量可观、征地补偿和安置费偏低、住房动迁难度大、失业比例高、家庭增收困难、社会保障不健全等生活现状，指出他们多数不愿意放弃土地，迫切希望得到有效长久的生活保障，同时指出，失地农民增多是经济发展的必然趋势，但不应以牺牲农民利益为代价，要充分尊重和保护农民权益，适时转换农民身份，健全各项社会保障等。

A Study of Rights and Interests Protection for Land Lost Farmers in Jiangsu Province

The farmers losing their lands are drawing more and more attention now. Taking Jiangsu province as an exampie, this paper summarizes the current facts of those people. In order to collect a lot of material, the author adopts field and questionnaire survey in major and complete way. It points out many problems. For example, Those people have become more numerous during urbanization, the level of land compensation is very low, unemployment is on the increase, they are short of the social security, and so on. The article also puts forward some advice. Such as, respecting the right of the farmers, making the farmers losing their lands into the city, establishing the social security system of the farmers, broadening the channel of employment.
