| 摘 要： | 我国新型农村合作医疗中最大的难题是资金的筹集问题.从广义的角度来看,资金筹集问题主要表现在资金的筹措、资金的监管和资金的支付三个方面,而这与新型农村合作医疗制度自身设计的缺陷、基层政府的信任危机、经济发展的不充分特别是县域经济发展的滞后以及法制的不健全紧密相关.为解决这些问题,需要完善我国当前的新型农村合作医疗制度,加强服务型政府和透明型政府建设,加快经济发展,健全相关的法制.
