Does trade liberalization assist third-world industrial development? Experience and lessons of the 1980s

The 1980s can be regarded as a decade of trade liberalization in developing countries. This article reviews the evidence on the impact of trade policy reform measures on economic performance, and identifies a number of policy implications that can be drawn from this experience.
