| 摘 要： | 随着经济的发展、体制的转轨、财力的增强,适应转变经济发展方式和全面建成小康社会的要求,应加快构建民生财政.民生财政是对经济建设财政的扬弃；是公共财政的创新和升华,是公共财政发展历史进程中的新阶段.构建民生财政,是财政转型的基本方向和目标,应从理念、制度和体制三个方面推进财政创新.
