浅论利用经济手段加强对水资源的管理

随着经济的发展和人口的增加,水资源的匮乏越来越严重。经济的快速发展导致了对水资源的过度需求,水资源的短缺已成为我国城乡经济发展的瓶颈。为了解决水资源供给与需求的矛盾,水资源资产化管理的概念也随之产生。本文试图从水资源资产的价格制定、确定合理的水资源资产管理主体及建立水市场和明确水权等三个方面来讨论,如何充分有效的利用水资源,而又不对其可持续发展造成威胁。

Elementary Discussion About Strengthening the Administration to the Water Resources Eith the Economic Measure

Because of the economic development and the increase of population,the problem of lacking water resourses are becoming more and more serious.the rapid development of economics leads to excessive demands for water,so lack of water have become a handicap to the economic growth. In order to resolve this problem, the idea of administrating water resources as capital and property is also becoming popular. beginning with three aspects:establishment of water price,determination of entity that responsible for water administration and the definition of rights about water,this article tries to discuss how to use water resourse efficiently without making any threat to sustainable development .
