| 摘 要： | 征收程序是土地征收制度的重要组成部分，各国建立了正当程序对土地征收进行规制。我国土地征收缺乏正当程序，导致征收权的滥用，损害了农民的合法权益，因此，我国应汲取这些国家的先进经验，构建土地征收的正当程序。

| Abstract: | The procedure of levy is the important component of land levy, so countries construct due procedure to restrict the land levy. The land levy in our country lacks restriction of due procedure, which results in the abuse of the power of levy, and damages the legal rights and interest of peasants. So our country should draw advanced experiences from related countries to construct the due procedure of land levy. |
