城市化、城市化红利与土地制度改革

当前我国土地城市化明显快于人口城市化,边界模糊的征地制度、不合理的土地增值分配以及膨胀极化的土地财政,严重地损害了农民权益,让城市化沦为空间的大跃进。现有的土地制度无助于保障农民土地权益和市民化福利,没有让他们分享到城市化红利。改变这一状况,需要重新界定征地标准,缩减征地范围,先保障后征地,优化土地增值收益分配机制,遏制城市化进程中土地财政的冲动。

Urbanized, Urbanized Dividend and Land System Reform

Current land urbanization is significantly faster than the population urbanization.Blurred boundaries of land requisition system,irrational allocation of land value and land finance expansion of the polarization,has seriously damaged the interests of farmers.These factors make the city become the space of the great leap forward.The existing land system does not only help protect the land rights and benefits of farmers and citizenization farmers,moreover prevent them from sharing the dividends of urbanization.This need to re-define the land acquisition standards,reduce the scope of land requisition,give social security then land acquisition,and optimization of land value increment distribution mechanism,in order to curb urbanization fiscal impulse of land.
