| 摘 要： | 地勘项目管理创新与地勘队伍体制改革是地勘行业新体制、新机制框架的两个相辅相成的组成部分.地勘项目管理创新的滞后是地勘队伍体制改革徘徊的深层次原因.科学界定、有效规范政府部门在项目管理中的职能与行为;充分确立项目投资、项目咨询、项目作业等企事业单位的市场主体地位,建立符合行业规律的市场准入门槛;完善成果分配、技术监督机制,是地勘项目管理创新的现实选择.
