| 摘 要： | 初步探讨我国双重住房供给体系及其相互影响机制.住房制度变迁中,住房福利供给制度导致的低租金、公房低价出售、集团购买再分配等因素对商品住房需求、价格形成产生较大影响,其形成的需求累积效应和财富效应扭曲了市场,进而扭曲了房价.高房价现象背后的深层原因与住房制度安排和政策取向密切相关.在进一步的改革中,住宅供给的商品性和社会保障性,是中国住房制度及配套改革要处理好的重要问题.

| Abstract: | This paper gives a preliminary study on the dual-housing supply system and the interaction mechanism.In the transition of the housing system,factors such as low rent,low price of public houses,redistribution of group-buying which result from the housing welfare supply system have a big influence on the demand of the commercial houses and the formation of the prices.And the demand-accumulation effect and wealth effect which derive from these factors have distorted the market,and thus distorted the price.The profound reasons for the high price have a close link with the housing system arrangements and the related policies.In the process of further reform,housing supply's property of commodity and social security is a problem which should be handled in the Chinese housing system and related reforms. |
