淮安市域经济空间结构优化的构想

在分析了淮安市域经济空间结构现状和经济空间结构优化的动力机制后 ,根据“据点开发、轴线延伸、圈域发展”的理论 ,提出了淮安市域经济空间结构优化的构想 ,认为应实施非均衡协调发展的战略 ,选择中心城市淮安增长极、宁连路沿线产业带为重点发展轴线 ,并组织由中心、市区和发展区组成的淮安市域经济发展圈构造 ,在协调好发展圈内部发展的同时 ,加强与周边经济带的联系。

Tentative Ideas on Optimization of the Economic Spatial Structure in Huai'an

The regional economic spatial structure has great effect on the regional economic increase and development. After analyzing the actuality of the regional economic spatial structure in Huai'an, the paper points out that the location relationship of spot-axis system has been formed by the economic factors, the urban system structure should be adjusted because of the deformity of urban system, the phenomenon industry convergency is so distinct that the effects of convergency are bigger than effects of pervasion and the evolvement of regional economic spatial structure is in the course of transition from agricultural economy to industrial economy. Based on the analyzing and estimating the actuality of the regional economic spatial structure and on analyzing its conditions and powers, the paper puts forward the tentative ideas on the optimization of the economic spatial structure in Huai'an according to the plan of three-stage development of spot, axis and network, the conception of spatial recombination can be attributed to the following aspects, (1) Huai'an city is chosen as the first class growth pole and four town are chosen as the second class growth poles. (2) The industrial belt along with the Linglian road is regarded as the development pivot. (3) The economic development circle conformation should be established by the center city, the suburb of the city and the rural area around the city in order to harmonize the development inside the economic development circle and enhance the contact with the economic belts around the economic development circle.
