| Abstract: | Government should strengthen the guidance of polict,transform its own functions and enterprises should create property right system,make a great effort to develop technology,positively take in advanced management experiences and form the mixed force of government and enterprises to give full play to regional economic advantage and industry group advantage in creating the "world factory" of advantageous enterprises and products. |
