Contemporary China's r ural economy has entered into a new development stage, it is facing the major co ntradictions as follows: transferring from the supply increase to efficiency rai se, the traditional growth path character with quantity expansion is seriously c hallenged, the increasing demand on the capital factor by agriculture and agricu ltural development. Nevertheless the reality indicates that, due to the function incompleteness of formal financial organization in countryside and the obvious lack of rural cooperative financial organization, the financial repress is getti ng serious, it has become a commonly difficult for non- agriculture industry an d countryman to get the financial service.
