| 摘 要： | 政府缴费责任的缺失是制约现行中国农村社会养老保险发展的瓶颈。为突破这一瓶颈，有必要对政府缴费责任缺失的深层次原因进行反思。本文在此基础上提出重构政府在农村社会养老保险中的缴费责任，探索合理的农村社会养老保险筹资模式。

| Abstract: | The disappearance of responsibility is the bottleneck restraining development of current China's rural society's endowment insurance that the government pays the fees.In order to break through this bottleneck,it is necessary to review the profound reason why responsibility lacks.Responsibility of paying the fees that this text proposes defining the government is in the rural social endowment insurance on this basis,design the implementing scheme avaiable,in order to promote the rural social basic old-age pension system. |
