加快经济发展方式转变与城市增长管理协动研究

近年来,随着我国城市化进程的加快,诸多城市不仅面临着空前的发展机遇,也面临着前所未有的巨大挑战.许多城市规模不断扩大,基础设施、城市环境和部分城市居民的生活居住条件明显改善;与此同时,大多城市在扩展过程中也面临着盲目攀大,重复建设,大量占用耕地,从而造成土地、能源和住房等基础设施紧张,城市建设过程中规划跟不上变化、交通堵塞 严重、一些城市环境持续恶化等严重问题.因此,我国政府适时地把加快经济发展方式转变作为“十二五”时期发展的主线,众多城市均面临着加快转变经济发展方式、持续发展与科学管理的艰难选择,论文从城市增长管理角度对我国城市未来的发展提出了建议.

On the Synchronization of Speeding up Transformation of Mode of Economic Development and Urban Growth Management

In recent years,with the accelerated process of urbanization in China,many cities are not only faced with unprecedented opportunities for development,but also facing unprecedented challenges.With expanding,urban infrastructure,environment and living conditions are improved;At the same time,most of the cities in the expansion process are facing many serious problems:(1) a big blind climbing,duplication,a lot of farmland occupied,resulting in tension of land,housing,energy and other infrastructure;(2) urban planning process not keeping up with changes;(3) severe traffic congestion;(4) the continued deterioration environment in some urban.Therefore,our government takes speeding up transformation of economic development mode as the main line of development in the twelfth Five-Year Plan.Many cities are faced with dilemma between accelerating the transformation of economic development mode,sustainable development and scientific management.The paper proposes recommendations for urban development from the perspective of urban growth management.
