再议我国耕地占补平衡制度

耕地占补平衡制度是新土地管理法的核心内容之一，从近几年的实践证明，该制度有效地保护了耕地，但由于制度发展时间不长，仍然存在“重开垦，轻整理”、“重数量，轻质量”等问题。本文在分析现行耕地占补平衡制度的存在问题的基础上提出了利用最优开垦规模的分析框架权衡生态成本和经济效益、整合土地开发整理复垦的激励机制和各部门的协调机制、将耕地占补平衡制度放入社会大环境考虑等相关建议。
