天保工程的环境权益与企业经济行为的目标分裂及对策响应研究

天然林保护固有的特征决定了其公共产品特质和政府集中管理的基本模式。但这种自上而下的管理易出现不同主体之间利益划分的不一致性,不能从根本上解决资源保护与工程实施地经济发展的矛盾,因而呈现出无效化特征。以分析中央政府和林业企业的目标差异性为基础,提出中央政府是天然林保护、改善生态环境的责任主体。同时,在遵循各相关利益主体经济规律的前提下,保证企业合理的经济收益才能实现天保工程的可持续性。

Research on Division between Environmental Interests and Business Objectives of Economic Behavior and Countermeasure for Natural Forest Protection Project

The inherent characteristics of natural forest protection determine their public goods characteristics and the basic pattern of government′s centralized management.But this top-down management prone to profit division inconsistency between the different interests subjects,and cannot fundamentally solve the contradiction between resource protection and economic development of project implementation area,thus showing void features.The paper proposes that the central government should be the main body of protecting natural forests and improving the ecological environment by analyzing the goal difference between the central government and the forestry enterprises.Meanwhile,under the premise of following all relevant stakeholders′ economic laws,only if ensuring enterprises′ reasonable economic benefit,can natural forest protection project achieve sustainability.
