全国社保基金海外投资风险管理研究

全国社保基金作为重要的应对中国社保制度支付危机的储备基金,其保值增值能力事关中国社保制度的安危及可持续发展。由于中国证券市场投机盛行、畸形发展,因此投资国外成熟证券市场是全国社保基金理想选择,但风险管理的成效事关全局的成败。文章从制度层面和市场层面综合分析了全国社保基金海外投资虽能有效降低风险但并不能完全消除风险,比较详尽地分析了运营中可能面临的风险因素,在此基础上就海外投资风险管理的设想提出一些个人见解。

On Management of Overseas Investment Risk of China's Social Security Fund

China's national social security fund is the important reserving fund to deal with payment crisis in social security system. Its competence to preserve value and add value concerns the safety and sustainable development of China's social security system. Because speculation prevails and risk is gigantic in China's Securities Market, overseas investment in matured securities markets becomes the choice for China's national social security fund. This paper analyzes its inherent certainty and scientific rationality and puts forward some opinions on risk management.
