| 摘 要： | 高等学校教师既不是特殊公务员,也不是自由职业者,在现阶段是从事高等教育事业的专业人员,拥有独特的权利义务,其职业具有公益性质。国家应弱化对教师的人事管理性,增强行业自律性管理。对高校教师的求济保障主要是通过教师申诉制度解决,维护教师的合法权益。

| Abstract: | Teachers in colleges and universities are not special orderly,nor professioanal.They are the personnel in a specific field engaged in higher education at present and enjoy unique right and obligation.Their profession.embodies the feature of public welfare.Our country should weaken the administration of teachers' personnel matters.The relief and guarantee to teachers in colleges and universities are mainly solved by the teachers appeal system to main tain the tecachers' legal right. |
