| 摘 要： | 在美国、法国、日本农村土地制度中,土地规划、发展、流转、征用、保护等方面的许多做法值得我们参考和借鉴,能给中国农村土地制度的规范和完善以诸多启示:我国应完善土地规划体系,立足农村生产力发展状况,稳定和完善以家庭承包为基础,严格土地征用政策,建立健全和完善土地保护政策和法律法规体系。
