| Abstract: | In order to guide the petitions and visits involving lawsuits,ensure the judicial independence, and improve the work efficiency of the administrative agencies,this paper puts forward suggestions of the transfer procedure and related mechanism that the other administrative agencies except courts should follow strictly when they handle the petitions and visits involving lawsuits. |
