构建“以人为本”的农民工养老保险模式

农民工养老保险问题是重大的民生问题,是构建和谐社会的重要内容。目前建立全国统一的农民工养老保障制度的政治、经济条件已经逐步成熟。为此,本文提出:坚持"以人为本",实行完全积累、缴费确定型的筹资模式,合理设计缴费基数与比例,制定符合农民工特点的登记、缴费、转移及发放服务等管理制度,构建全国统一的农民工养老保险管理的技术平台等措施,加快推进农民工养老保险制度建设。

On "basing on human"'s farmer pension insurance mode

Pension insurance of m igrant workers is a major liveli-hood issues, is an important part of building a harmonious society. At present, the political and eco-nomic conditions for establishing the national endowment protection system of migrant workers have been gradually mature. To this end, this paper presents: adhere to the "peo-ple-oriented" policy, carrying on the total accumulation and deter-mined payment funding mode, design reasonable payment base and per-centage, developed the registra-tion, payment, transfer, and the subsequent release service manage-ment system according to the char-acteristics of migrant workers, construct national endowment in-surance management technology platform of migrant workers and so on to accelerate the pension insur-ance system of migrant workers.
