| 摘 要： | 南京长期的粮食安全必须是粮食生产、地方储备、市场建设和粮源基地四者的协调发展。以此保证市场有粮，流通顺畅。本文在阐述粮食安全内涵发展的基础上，针对南京市粮食安全存在的问题，提出了以科学发展观、合理成本保障南京市粮食安全的基本原则，并给出了确保南京市粮食安全的对策措施。

| Abstract: | It is necessary of the extended grain safety in Nanjing for the coordinating development of grain produce, local storage, market construction and the source of grain so as to assure that there is enough grain in the circulate market. In expatiating signification of grain safety ,the main problems of grain safety in Nanjing are analyzed. The basic principle which is in view of the scientific development point and reasonable cost and countermeasures are advanced to ensure the grain safety for Nanjing. |
