我国环境治理投资效率评价研究

我国环境治理投资占GDP比重远低于发达国家的水平,因此,在资金紧张的情况下,亟需科学地评价我国各地区环境治理投资效率,促使各省市重视其环境治理工作。为此,在系统地归纳了环境治理投资效率的相关研究的基础上,依据构建评价指标体系的原则,选择环境治理投资总额作为投入指标,以及环境治理投资在水、气、固体等方面控制绩效作为产出,建立了我国环境治理投资效率的评价指标体系,构建了基于DEA方法的我国环境治理投资的效率评价模型,通过《中国环境统计年鉴2009》和《中国统计年鉴2009》收集2008年的我国各省市（自治区）投入产出数据,对我国三十个省市的环境治理投资效率进行评价分析,最后提出了提高我国环境治理投资效率的建议与对策。

Research on the Efficiency Assessment of the Environment Treatment Investment of China

The proportion of the environmental treatment investment accounts for GDP in China is far lower than in the developed countries.So,it is urgent to promote all provinces to pay more attentions to the environment treatment work by assessing their efficiencies of the environment treatment investment under the condition of lacking funds.In order to solve it,the efficiency assessment indexes system of the environmental treatment investment is built based on the principles to build an assessment indexes system after the correlation researches about it are summed up,systematically.The efficiency assessment indexes system selects the total environmental treatment investment as the input indicator and the control performance of water,gas,solid and other aspects as the output indicators.The efficiency assessment model of the environmental treatment investment is constructed based on Data Envelopment Analysis（DEA）.The efficiency of the environmental treatment investment of China is analyzed based on the data which are collected from China Statistical Yearbook on Environment 2009 and China Statistical Yearbook 2009.Some advices are given to improve the investment efficiency of the environment government.
