摘    要:人才是制约我国西部经济发展的“瓶颈”,西部开发应实施人才战略。实施人才战略是西部迎接知识经济挑战的客观需要,是顺应经济全球化大潮和应对西部地区对内对外开放全方位扩大的必然要求。西部人才资源面临着素质结构不合理,产业配置结构不合理,地区分布不均衡,市场服务与支撑系统不健全等若干问题。必须切合实际地解决西部实施人才资源战略存在的问题。

Abstract:the talent is the "bottle neck" of restricting the economical development of the western region,in order to develop the western area we should carry out the strategy of the talent. It is the objective need to meet the challenge of knowledge economy,It is the inevitable demand of going with the tide of the economical globalization and extending the all-round internal and external opening in the western area. The intellectual resource of the western region has some problems as following:the structure of quality unreasonable,the allocation of the structure of industry unreasonable,the distribution of region unbalanced,the service of market and the system, of sustenance unsound,etc. Finally,the writer makes a suggestion that some countermeasure should be taken to the strategy at the intellectual resource in the western region development.
