摘    要:国家科技管理体制顺畅与否关乎一国科技发展命脉,依托大科学装置建立的高科技园区在宏观上受国家科技管理体制管控,是一国科技实力和经济发展水平的象征。以美日英三国科技管理体制为例,探讨了多元分散型、高度集中型和分散与集中相协调型的科技管理体制特点,通过对美国橡树岭国家实验室、日本质子加速器研究设施中心、英国哈威尔科技创新园发展模式的分析,结合我国科技管理体制以及中子科学城自身特点,提出了中子科学城管控模式建议。

Abstract:The national science and technology management system is the key lifeline for the development of one country. High-tech parks relying on the large-scale scientific facilities are controlled by the national science and technology(S&T) management system macroscopically and are a symbol of a country's scientific and technological strength and level of economic development. Taking the national S&T management system in the United States, Japan and Britain as an example, this paper explores the characteristics of highly decentralized, highly concentrated, decentralization and concentration combined S&T management system. Based on the analysis of external and internal organizational management patterns of ORNL, J-PARC and HSIC, this paper provides recommendations for external and internal organizational management patterns in Neutron Science City by combining with the S & T management system in China and the characteristics of the city.
