双重劳动力市场条件下的人力资源能力建设

摘    要:经济改革对我国的劳动力市场产生了深远影响,长期存在于城乡之间的二元劳动力市场格局逐步演变为城市内部的双重劳动力市场结构。不同层次劳动力市场上的就业人员,其人力资源能力建设的内容是不一样的:在城市一级劳动力市场上,人力资源能力建设的重点是提高劳动力现有能力;在次级劳动力市场上,人力资源能力建设的目标是培养劳动者寻找职业的能力和自我创业能力。人力资源的开发和培训内容应根据劳动者对象的不同而有所区别,以适应不同层次劳动力市场对人力资源能力建设的需要。

Abstract:The human resource capacity building is cultivating or exploitation for the basic skill which is necessary for laborer to survive and develop.The human resource capacity building must fit the basic situation of a country.The economic reform since 1979 has being deeply impacted the situation of labor market in China,making the frame of an urban-rural-binary labor market evolved into an urban-internally binary labor market.The delaminating of labor market in city bring forward a new question for discussion,that is,the emphases of human resource capacity building should be different in two kinds of labor markets on different levels.In the primary labor market,the emphases should be on the improvement of people's capable in exist,while in the secondary labor market,on the cultivating for people's capable of looking for jobs and carving out.The content of human resource development and training should also be seasoned with different objects to adapt the different requires from two labor markets.
