论现阶段我国农业发展的财政支持

农业的特殊性决定了财政在任何时候都要给予必要支持。按照公共财政理论 ,适应WTO规则的要求 ,针对我国农业发展严重不足的现实矛盾和薄弱环节 ,政府应规范和约束各级财政的支农行为 ,加大农业和农村基础设施建设投入、支持农业结构调整、完善农业社会化服务体系、建立完善的农业救助性支持体系 ,以实现农业长期可持续发展

Fiscal support about agriculture is necessary at any time because of its specific characteristica. In order to realize the sustainable development of agriculture the governments should standardize and constraint the behavior of the fiscal support about agriculture, enlarge the investment in the agriculture, support the adjustment of agricultureal structure, perfect the social service system for agriculture and establish the effective system of agricultural relief. All of these are based upon the fiscal theory about market economy, the requirements of WTO rules and the reality of Chian's agricultural development.
