越南承接中国加工产业转移的可行性分析——以第四次产业转移为背景

在生产要素价格上升、国内产业结构调整升级、“民工荒”问题和国外金融危机、人民币汇率上升等多重因素的影响下，我国原有的比较优势正在逐渐丧失，部分企业开始试图寻找新区域、开拓新市场，将企业从东部沿海地区向中西部地区或周边劳动力成本更低的东南亚国家转移，形成了第四次产业转移的浪潮。其中，越南以其丰富廉价的劳动力资源和优越的地理位置等优势引起了中国众多企业的兴趣。本文以第四次产业转移为背景，从转移方和承接方的角度，对越南承接中国加工产业转移的现状及条件进行分析，并针对我国加工产业的转型升级提出了对策建议。

A Feasibility Analysis of Vietnam to Undertake China’ s Processing Industry Transfer---As the Background of the Fourth Industrial Transfer

Under the influence of multiple factors, such as the prices of production factors rising, domestic industrial restructuring and upgrading, ＂labor shortage＂ problem, the foreign financial crisis and the RMB exchange rate rising, China＇ s original comparative advantage is being lost. Some companies begin trying to find new areas and open up new markets. They transfer from the eastern coastal areas to the Midwest or the surrounding countries which labor cost is lower in Southeast Asia. It forms the fourth wave of industrial transfer. Among them, Vietnam with abundant and cheap labor resources and great location advantage has attracted the interest of many enterprises in China. The paper is based on the background of the fourth industrial transfer. From the point of view of transferred parties and undertook side, it analyses status and conditions of Vietnam to undertake the transfer of the processing industry in China and puts forward suggestions for the transformation and upgrading of China＇ s processing industry.
