| 摘 要： | 政府公共治理实现的是政府与非政府利益的平衡,利益博弈过程中的平衡需要制度来规范。公共治理的制度理性应当是以维护第三部门的利益为基点。公共治理的失序,主要在于政府公共治理制度的非理性。构建合理的公共服务制度,以制度理性替代非理性化的社会治理,将潜在的制度供给转化为现实的供给,将有助于政府公共治理价值的实现。

| Abstract: | The goals of governmental public administration are the equilibrium between governmental and non-governmental interest,which needs system to control.The basis of system reasonableness is to protect the third party.Disorders of public administration lie mainly in the reasonless system.Shaping reasonable public service system will benefit the achievement of public administration value through transforming the patient system supply into the reality. |
