有效解决湖南西部地区农村剩余劳动力转移问题,有两条路子:一是充分发挥本地区的区域优势和资源优势,通过调整农村产业结构,搞好农业综合开发,大力发展旅游、农产品加工等优势产业,加快乡镇企业发展步伐,实现大批农村剩余劳动力地区内转移.二是抓住西部大开发的历史机遇,做好劳务培训等工作,积极引导农村剩余劳动力向地区外转移.

The Issue about Rural Surplus Labor Transferring of Western Hunan

Two ways can solve the problem of rural surplus labor tranferring of Western Hunan effectively. One is to utilize the advantage of region and resource, adjust the structure of rural industry, exploit agriculture, tourism and farm product, accelerate the developing step of township enterprise,and transfer large quantities of rural surplus labor to inner state. The other is to catch the chance historical train and lead the rural surplus labor to the outside state.
