高速公路PPP模式选择研究方法探究

随着经济的快速发展,人们对基础设施建设的需求日益增加,其中对高速公路的需求尤为突出,但高速公路快速发展的同时受到资金不足问题的牵绊。本文以白山至临江高速公路工程为背景,首先设计PPP运作模式选择流程,结合国内外研究经验以及评价指标,确立评价指标体系;其次运用层次分析法确定权重,结合三角模糊数-Topsis法对白山至临江高速公路PPP模式进行定向分析,对适于项目的备选PPP运作模式从不同角度进行综合评价,从而得出适应于此项目的最优PPP运作模式。

Study of Expressway PPP Mode Selection

With the rapid development of the economy,the demand for infrastructure construction is increasing,and the demand for expressways is particularly prominent,but the rapid development of expressways is hindered by the problem of insufficient funds.With the background of Baishan to Linjiang expressway,this paper designs the PPP operation mode selection process,establishes the evaluation index system based on the domestic and foreign research experience and evaluation indicators,uses the hierarchical analysis method to determine weights,conducts the directional analysis of the PPP mode of Baishan to Linjiang expressway with triangular fuzzy number-Topsis method,and comprehensively evaluates the alternative PPP operation mode suitable for the project from different perspectives to obtain the optimal PPP operation mode adapted to this project.
